Ampliación del Ejido Urbano y la reforma de la Carta Organica dos temas prioritarios

El presidente del Concejo Deliberante de Ushuaia Juan Carlos Pino se refirió a la reforma de la carta orgánica, asegurando que “esta reforma tiene como antecedentes fuertes discusiones, incluso con la Justicia, entre otras cosas por el régimen electoral en relación –sobre todo- a la paridad de género por el sistema de preferencias, que según señaló es uno de los motivos fundamentales de esta reforma”.
Por otro lado dijo que “hoy no hay tierras privadas, ni del Estado, con la Urbanización San Martín no hay más lugar, por lo cual este tiene que ser un tema de discusión permanente porque trae aparejada una crisis habitacional”, dijo sobre la ampliación del ejido urbano.
Pino en diálogo con FM La Isla manifestó que “el eje tiene que estar en una ciudad que crezca en todos los sentidos, tenemos que tener una economía que se mantenga en el tiempo y que nos permita avanzar, es uno de los temas fundamentales”.
En tal sentido sostuvo que “tendremos un año con una agenda amplia y larga. Con una elección de constituyentes, más allá de ser en mayo, tendremos tres meses de trabajo para revisar los artículos de la Carta Orgánica, eso va a mantener una discusión política y en ese sentido hay que buscar una conciliación”, indicó el Presidente del Concejo Deliberante de Ushuaia.

Ampliación del ejido urbano: Consultado sobre la ampliación del ejido urbano, el edil expresó que “será uno de los temas centrales a tratar, hoy no hay tierras privadas, ni del Estado, con la Urbanización San Martín no hay más lugar, por lo cual este tiene que ser un tema de discusión permanente porque trae aparejada una crisis habitacional. Vamos detrás de los problemas desde hace unas cuatro décadas”.
El edil indicó que “es un problema que debemos encarar con otra perspectiva y necesitamos que todas las posiciones políticas estén viendo qué hacemos con esto, es muy amplia la discusión, pero tenemos que poner a la gente por delante, si no podemos afectar algunas zonas, el crecimiento de la ciudad es abismal, debemos tener más de 26 mil jóvenes que no tienen posibilidad de desarrollo de vivienda”, agregó.
En ese orden de cosas, destacó que “Río Grande tiene un ejido urbano 15 veces más grande que el de Ushuaia y Tolhuin alrededor de 5 veces más, siendo esta falta de tierras uno de los principales problemas del municipio de la capital provincial”.
“Esta discusión no solo tiene que ser municipal, también provincial, por eso es que también se los he mandado a la legislatura donde realmente esperamos que tenga un desarrollo el proyecto que hay de ampliación del ejido”.
Elección de Convencionales Constituyentes: Respecto a la elección de Convencionales Constituyentes, Pino aseguró que “los plazos de tiempo están establecidos, la Justicia ya dictó el cronograma y creo que en esto hay que buscar la mejor Carta Orgánica, por ahí el discurso barato sirve en el momento, pero a la discusión de fondo hay que darla sin temor y tratando cada uno de los temas, porque después las consecuencias las sufre la ciudad”.
Al respecto, Pino comentó que “se ha aprovechado a hacer una reforma integral y aseguró que esta reforma tiene como antecedentes fuertes discusiones, incluso con la Justicia, entre otras cosas por el régimen electoral en relación –sobre todo- a la paridad de género por el sistema de preferencias, que según señaló es uno de los motivos fundamentales de esta reforma”.
Asimismo, agregó la modificación del régimen que “regula la figura del defensor del vecino y sumó la posibilidad de crear nuevos marcos normativos en referencia al cuidado del medioambiente”.
Por otra parte, Pino desacredito las afirmaciones de ciertos sectores de la oposición –del presidente de la UCR, Alejandro Vernet, entre ellos- de que esta reforma tiene como único fin la reelección de Walter Vuoto.
“Plantearse que únicamente tiene que ver con esto lo decidirán sin dudas las constituyentes pero me parece que si nos quedamos únicamente con la discusión de que si hay un tercer mandato o no del intendente o de los concejales me parece que no ha sido el sentido de la convocatoria estructural para la modificación de la carta orgánica”, dijo y agregó que “tiene que ver con darle una motorización a la economía municipal, tiene que ver con la ampliación del ejido urbano”.
Por tal motivo Pino afirmó que “hay muchos temas, nosotros no queremos únicamente discutir temas que por ahí son de facilidad de discusión, degradar a la política, decir tercer mandato, decir temas que por ahí son rechazados por la gran mayoría de la comunidad sin dudas cae bien a los oídos de la gente. Ahora, la discusión hay que darla de fondo”, dijo Pino y agregó que “después seguramente a la hora que los constituyentes tengan que decidir si hay que modificar o no los artículos que tengan que ver con la continuidad de lo que significa el segundo o tercer mandato del intendente serán ellos quienes tengan la responsabilidad pero no es ese el motivo de la convocatoria”, al tiempo que llamó a la unidad de todos los ushuaienses”.
